Is there a preference as to which tension counter you want to use?

nah, it depends on the character you're fighting against.

for example:

against jam, you want to seal her jump/dash, then her kick button.

against axl, you want to get counter hits against him, +seal his s button.

etc...etc....

i.e.,its opponent dependent.
