It's primarily a defensive option. It can be a silver burst which simply blows away your opponent, a gold one (which is done before your opponent attacks you). The gold one, in addition to blowing your opponent away fills your tension to 100%, giving you an advantage over them. After you burst it takes time to refill, but it does as you take in damage, it also carries over to each round of the fight. Meaning, if you burst in the first round and lose, you won't have a burst stock at the beginning of the second until it's filled back up from you getting bodied. Hope that clears it up for you.
