You just need to insert your windows installer CD, i'm not sure if it's downloadable but u can try microsoft site or http://forums.shoryuken.com/showthread.php?t=196624 on that site, there's unofficial release that mod the game so you can play it on US region setting (that need you to download the entire games again )... but i haven't download it >_>
