Hotaru is a very defensive move. It's like tripping an enemy. Aggression is more of whittling down your opponent's defenses (which imo is really not good for haku....)
I dunno. I guess I'll just leave it at this. Maybe he's just had a bad day or something, that's why he's a little touchy D:
