Maybe, but it isn't working at all, it seems. I'd say both. While marketing sucks out here and may be really huge out there, the games get no hype at all. See how the only hyped games until now are Symphonia, Abyss, Vesperia, Destiny and for now, Graces. The rest of them are all overshadowed. Even Graces, who is supposedly famous right now, is badmouthed by japaneses for it's battle system, or so a friend from Japan told me. And we all should know by now that Team Destiny NEVER gets their games around here. NEVER. Team Symphonia gets all the love. My guess is that it happens mostly because all Team Destiny games are 2D. Now, look at Team Symphonia games. Symphonia, Abyss and Vesperia were all localized. Then again, Graces is 3D. But it won't get here, I guess. Now, if you look at it, they only bring 3D games and/or that are sufficiently hyped in Japan. Exceptions aside, like Radiant Mythology 1 or... Phantasia GBA.
