AC+R Suddenly capped at 40 fps

So I got Accent Core Plus R for the PC a while ago and it was running at a smooth 60 fps but recently when I've tried to play it is suddenly capped at 40 fps. The only things that have changed has been updating to windows 10 and my hard drive getting a little more filled.

I am using a Dell Inspiron N4110 which has intel HD graphics 3000 and 2 gb ram. I can play Guilty Gear XX# just fine on it and I remember playing accent core plus r just fine as well before this problem occurred.

I've tried playing windowed and messed around with the resolution and other graphics options but have had no success.

I'm a complete blockhead. Forgot I previously set my screen refresh rate to 40 Hz. Once I shifted it back to 60 Hz everything was back on track.
