The story for BBCP shouldn't be rushed (well... hopefully). The October release date is almost an entire year after that of a fully functional version of the game. So part of me feels that the story is what is most likely holding that up. I remember hearing at some point that they planned on making a 4th game to wrap up the story, anticipating that there would be too many loose ends to wrap up with BBCP. I can't back that up though because it was a long time ago.
