Is this the average population to be expected or are there simply certain times where population spikes?

In all honesty you'll find about 1 JP player once every blue moon and zero UK/US/EU... But no the online is pretty much dead therefore you have to know other players in your region to get games or you'll be waiting for ghosts to put it simply. Where are you from? As you want to check if there is a match finder thread for your area.

Nobody plays the game anymore due to the current state of the netcode. Once they patch it to +R a resurgence should happen.

Well if we want people to start playing again, we would to make sure that the community rises again as if we don't it'll be like BB again where people play for about 2 months then just dissapper.

Oh yeah, because the players were just flocking to this game when it first hit.

I primarily play on the Xbox, and I've noticed a wide range of activity in the online scene. Sometimes you'll have an evening when nobody is on, other times you might get 2-3 Japanese players at once with one or two people from the US and/or UK. So it really varies. The community is hardly thriving, but I think calling it dead is a bit of an exaggeration.
