Pretty much, the biggest factor is how you play Tsubaki. Ignoring to charge will be like being from the other side of the screen and then running to Tager's random 720 when you burst early and you still have 50% health back in CT. Though that's a bit exaggerated.
But if you focus too much on your charging, you'd be spending a lot of time, so your best bet on winning is by a Time Up. Of course, you have to do your best not to get hit much either.
Her charging seems have a good use for luring your opponent. Just when your opponent thinks you're wide open, they rush to you, you stop charging upon reaction and let them have it...so long as they don't let you have it.
