We know that Rachel is holding back her powers because she hate her vampire nature. I pretty sure that sometime in the future installments we will see her fighting a full power. Maybe to save her future lover *cough* Ragna. Maybe she eve has a adult form. It could be that the reason she looks like a child is because she suppressing her powers. That indeed would be cool.
