Yuri did have character development. Just not on his view of justice. Which was probably intentional, as most of the story revolved around that. I still can't call what he did hypocrisy. His moral code was to kill people who did wrong aka feed children to monsters and sent villagers out into the desert with no supplies to search for a creature that might not even exist. Not to just kill. Yuri Lowell is also my second favorite male character, after Tomoya Okazaki.
