Oh, the neutral tech thing. It works more or less the same yeah, I wouldn't say its more effective, but it does definitely work. And if it's a hit or miss situation and they roll, you start a combo on a 2B which will lead into some heavy damage. On the actual crossup side, vs 2A, since it's slower you'd have to be much more psychic about 2B compared to 2A. The recovery can get you hurt.
