OP, I hope you read this guy's post. I've had the same issue you're having in other fighters, and it almost always seems to be inputting the button press too early. Hell, I just bought BB and was trying to do Ragna challenges last night, and this execution issue reared its ugly head as early as challenge # 4 (mistake: inputting C while I was still holding forward for a dash).
