Valk & Relius have only recently gotten screentime in the story, so its understandable why they're overlooked. Makoto is like five different fetishes wrapped in one, and Platinum is a magical girl loli, and Japan eats that shit up. I'm honestly surprised by Hakumen's place tho, he was never one of the more prominently featured characters in alternate media so that shocked me.

I think they said there won't be any MORE DLC characters and that Terumi is the only one. Basically they're probably trying to avoid another Valkenhayn, Makoto and Platinum situation. I love most of Terumi's moves, sprites, and story art are just recycled from Hazama. I do say, I prefer him with the hood than I do in his Hazama guise without the Fedora.
