I think Caelica being in Chrono Phantasm has to do something with Jubei and Phantom, remember he has some sort of injury that prevents him from fighting properly, and Phantom is heavily speculated to be Nine under Terumi's Control, and Caelica has pure healing magic, so it is possible Jubei to finally become playable because of Caelica and Nine to be freed also because of Caelica
