I dont know of any tool that tunes the input buffer. CCCaster lets you set input delay and rollback as well as map buttons really easy for offline play which is probably what he was talking about.

I cant remember the Slayer buffs but I think they were overall just fine. The Blitz Shield buff has me hype though.
