I have a lot of trouble with this match as well.
Its true, good Jin players never do B/C ice car on block, but they sometimes do it after getting knocked away, because they know you will put a pumpkin out, and they will get counter and be in your face again.
The remedy is to use a lot of 236A, it stuffs any run ins, ice cars, and can sometimes hit instant air dash. I think its VERY effective because those are Jin's main forms of getting in. Also, a whiffed 236A is not too punishable, so its rather safe as well.
