You could make a US account and just use one of the Washington guys' address as your address, but you have to check if the contest only applies to US permanent residents/citizens as well in the fine print.

The GT contest is just US only btw, not because they want to troll Canada, more like because they don't want to go over the hassles of trying to include Quebec in said contest. Since Quebec has their own laws about these types of things.
