Will's characters are pretty useless without meter. Harder for them to get in, but can deal big damage combos.

Aquarius and Orpheus are only top tier amongst us. Brazilians can pretty much play anyone jajaja. But yeah, pretty much everyone has an infinite. It's just that Aquarius and Orpheus are able to do more without having to have 2-3 bars of meter. As well as Scorpio and Aphrodite are quite good since they both have freezes much like Aquarius. But everyone has their own shit. One of the Ikki Pheonixes has the super fast punch super which punishes alot of things. Leo has really good uppercut which he can use to reset his combos. Gameplay strat is basically the same amongst most characters. Turtle, charge to max, then unload big combos when the other guy fucks up.

Well given on gamefaqs, the tiers are determined by the most "fuck this character is cheap threads" with nigs like Diedara being one apparently.
