Use a dash jump with C and then hit Down+C and then just keep dashing back and repeating. This takes a lot of luck too because he will every now and then grab u and toss you, the main strategy is to make sure its not his Distortion (that sucker takes 1/2 your life). Be patient and try to hit him with Noel's Distortion (the one done in the air, forgot its name). It'll hit most of the time and even if it misses, the missile at the end will almost always hurt him.
It takes a while, but on the bright side, it's really good at teaching you how to NOT rely too much Noel's drive (against Tager, use it maybe once or twice a match, if even, 99% time Tager will be able to counter you with a throw).
