It sounds to me like you really prefer Carl. Play Carl. Do not use the clap loop (maybe only occasionally to punish spammers who really deserve it?). Problem solved!

I'm fairly new to Tager, so the answer is probably well known already but... I played a pretty spammy Noel last night and had a lot of trouble. I was able to Sledge, grab, etc... on a number of occasions but when she did hit me I got juggled nearly forever and didn't know how to break out of it. I still managed to win almost half the matches but it's no fun being juggled for over half your life bar in some cases and unable to do anything back until the juggle is over. What am I doing wrong? I did learn to block her initial slide move but it seemed hard to find an opening big enough for Tager's slow moves to punish her.

Tager. I like the challenge of playing with a low-tier character. Plus, he's just plain awesome and I love that he breaks the stereotype that the giant guy has to be stupid. Ever since I watched some of Mike_Z's videos I just fell in love with his brutality.
