Both Ragna and Bang can shut down Noel's drive quite easily. Hazama can do it too if you play the match-up correctly. Actually a good majority of the cast can shut down Noel's drive, if they try hard enough.

I don't know, the better players manage to block it just fine as long as it's more than a 2 connection. I won't disagree with your last point though, Noel is one of the most disrespectful characters in the game. It's just thought it was weird that you would have such a problem with Noel, when you can just run over 80% of them with your Tager.
