We don't know much about Terumi before the first cauldron accident - I've been toying with the idea that Terumi is actually Jin's first incarnation as Hakumen who decided to reject the Susano'o After that moment he negotiated his return to the past with Relius to try and control the cauldron's powers; In the next iteration, he (as Terumi) betrays the other heroes and this influences Jin (as Hakumen) toward the path of order instead of chaos. This would explain how Terumi already knew Hakumen was Jin - because he himself is Jin
