Yes, this is true. It's best not to make a lot of assumptions on these sort of things. As a note, however, I decided to go with the spelling of "Seifer" as it's an actual name, and that 「サイファー」 could be interpreted as that spelling as well (a certain Final Fantasy character comes to mind). It's however you want to look at it, I guess.
