I think he is a mid tier from what i have seen so far. (i haven't played him yet though, so i am sure that i am wrong at some parts )
He can do decent to high damage, but like you have said : no reversals, combined with his low health and primers his defence is quite weak. I think that he has problems against decent zoners, because he is quite slow in his human form and his wolf form can't block (he can't recklessly charge into zoners in his wolf form). His pressure game doesn't seem to be very impressive (yet). His range seems better than Makoto's but his normals does seem less range than most of the cast to me.
So i don't think that he is better than anyone from the A tiers, but i don't think that he is bad.
I think that Litchi might be a worse matchup than Bang, because her pokes have more range than Bang's.
