The thing is, do you know that? What if the already established relationships and lack of an easy-to-join feel the Sanctuary gives off causes people to stay as lurkers. What if you actually have 10's or 20's of people who'd like to be a part of the Sanctuary, but are too alienated to take the initiative themselves?
