As a Noel main, Noel isn't a real character, so she's a different tier of dumb; a fraudulent bad kind of dumb, close to Mu dumb, but still her own dumb. Characters like Hazama, now that's advanced dumbness. But all those D's still lose to respective moves, ID is a true DP, Noel's Ds are just reversals. You also can throw Noel out of every Drive, even 2D (airthrow, but still).
