Hazama can have a ~15f hole to punish 4D in between the chain and jB by mashing B nonstop. So yeah, Even if you instant block 4D isnt a good option. consider hazama's travel time and how the other player has to pull in or if they delay it or WHATEVER. They might be reacting too, and think about it. In these small time frames, 2-3f dictates whether you eat an anti air or not. Practically speaking, yeah its possible to anti air hazama. You just have to react to that pause of them not chaining in fast enough, if you wanna risk it.
