1) Hazama could do that in CS1. 2) It's not that Hazama is dependant on meter for damage, it's that almost no one in CS2 has midscreen high damage combos. Hazama has 2.5 - 3.5K+ damage int he corner no meter.

Maybe it has to be 0 for him to gain 1 back? I dunno. He has 1, Hakumen blocks a chain and he still has 1. Edit: And Hazama only gains one chain back on hit, not 2. Edit again: Hazama only gains one chain on block if he's at 0.
