Plat has 21 frames of recovery after launching a missle. At max range (and still connecting) with Carnage Scissors, Ragna has 21 frames of start up (if I'm reading the frame data correctly, it actually sounds kinda confusing). Sounds like you'll be able to block in time, but it's all distance dependent. The first hit is -30 on block, so yeah, good bait-and-punish idea. If anyone is better at reading frame data, please correct me if I'm wrong.
