There's a bunch here, check them out. I was messing around with Tsubaki since I want to learn her at some point, though that thread is hard to understand. :P If you want to use her you really have to take advantage of the 2-3 charge combos, since like you said, she does very little off no charges. She's actually perfectly fine if she has some charges, the hard part is getting them since if you fight Ragna or someone they're just gonna be in your face the entire time.
