you dont hit 9 twice, you hit 956. I use forefinger + thumb to push it to 9 then release to 5 and quickly tap 6 using just my finger.

If you're whiffing on the j.a -> j.c then try j.a -> j.a I use it on a variation of that combo (without the air dashing) vs carl and other small hitboxes.
