You can say the same thing about anything. Arakune can deal 12k if used well, isn't that borderline ridiculous too? but he's still mid tier.

Just for having to rely on her stick to attack makes her harder to use, she isn't a "just fuck shit up" character like Bang, its like asking why Carl is harder to use than Tager or something. Her combos are harder to execute, doesn't have the good defense Bang has, etc. I'm not saying she's the hardest thing since diamond or something, but she's harder to use than Bang. At least the consensus likes to think so.
