As posted over on Andriasang, there will be a music player app for the PS Vita called Project NOELS at some future point.

I wonder if they will add in other characters at some point, too...

No, apparently Blue Revolution is just a Japan-wide BlazBlue tournament that Arc will be running themselves and will start in February.
