It does, but anything below 30 is fine.

The higher download and upload you have the easier it is to play with people further away(less ping) and you'll also make a better host.

It also depends on what server you speedtest to anyways, I can get 10-12 ping to servers further away than the one I posted above for example.

Don't feel bad. Try using 2C as an anti-air. It'll make you feel a lot worse.
