Let's look at this objectively for a sec; the Xbox 360 has effectively no presence in Japan. ArcSys is a Japanese company. The primary market for ArcSys games are the Japanese. Sony is a popular brand in Japan. It's not that they don't care about the console scene, they just care about not wasting money.

Not exactly CS-related, but the most obvious difference between those two Kaka are their hair color/style.

It's not really vaguely-shaped, it's clearly shaped like a beast-ish head, complete with teeth (this is especially obvious when compared against Ragna's sprites). Now whether or not that has any meaning whatsoever to Kagura's character is unknown and nothing but speculation.
