It seems like, she hasn't had a balanced iteration yet, and now that she has one that isn't broken people are dropping her which is to be expected. To be fair a lot of japan is influenced by tier lists. She won't be top tier so a lot of people are gonna drop her. Just as a lot of people picked her up because she was top tier.

Makoto mirror matches are good for brushing up on footies and keeping mix up clean. Yeah cs1 Makoto was crazy and was never fully explored, i still feel her moves had more synergy there than anywhere else ( Or could just be because I loved the broken asteroid vision barrier cancel) . i Just found cs1 Makoto to be way more fun than 2c Makoto (its a joke get it? )

Whats wrong with a good poke? 5b is really strong as a poke, and you can go into 6c at max range and go for oki or corner push from there.

i believe its based off of the starter. It looks like 2a adds too much proration and the combo seems to be at about 4k.
