Not only because of damage nerfs. Proration nerfs -> combos shorter -> less heat gain -> even more less damage and less options in neutral.

2496 dmg, seems much easier to perform than throw > dash 2DD combos, and almost same damage (dash 2DD was ~2800 dmg?)
How it can be used as a gimmick? I don't understand :/
Also if 2DD hits it is probably better to try to hit enemy with 214A imo (or j.DD), so I think 2DD>4B is useless :/
