The problem with Maori specifically is that she's probably one of the most complex characters in the game, along with Liese, and even in Japan there weren't really many people that played her well ie ACT. She changed a decent amount between vanilla and Love Max as well.

Links aren't really important for either of those, or for most characters in general. Hard stuff tends to be more about adjusting your combo on the fly based on relative trajectories and distances than on link timing.

TSB is a relatively large monthly in New York at Next Level arcade that runs pretty much exclusively "anime" games. The current format is BB, GGXrd, P4U2, and a fourth rotating slot. since this came up on twitter, the ah3 frame data does include the first active frame in startup, so depending on how you want to read it, 4c is 0 or 1 frame startup. however, you still can't punish moves that are less than -3 on block with it, due to the 2f suki not being normal cancellable. edit: akane's 5a is likewise either 1 or 2f startup, depending on how you want to read it.
