In all honesty, I don't think Makoto is actually D tier. She doesn't have a great reversal like Ryu or whatnot, but her uppercut (although 6 frame start up...) leads to a very damaging and high stun combo, it's just hard to position and use because your opponent really has to be jump happy or use a bad move that leaves them air borne. Overall, her damage isn't AMAZING, but it can be consistent. Because of her mix up options of Normals > Hayate or Hayate Feint or into her Overhead chop (Much like Hakumen here), she has a lot of options to work with in any given situation in which she's on the aggression. As for her defense, that's opponent and character specific. But she is by far the most enjoyable character of SSF4 imo. The only reason I think people labeled her D tier was because of how hard she is to actually use effectively. You have to treat her as a charge character who has a grapplers move set, or something to that extent.
