ahem... long story: what he really means is that a lot of things that you're probably wondering about (since you're new) can be answered if you just read around, rather than creating entire new threads. If you don't see anything that even remotely suggests an answer to a question, and you don't think that your question merits creating an entire new thread, then it's probably safer to politely PM someone (like one of your friendly mods) and ask them.

(Well, you can ask me, anyways. Some mods bite back if roused from their slumber =P)

Normally you get up the same every time (although different characters have different wake up times, and you get up slightly faster/slow depending if it's a forward or backward facing wake up).

Is it just me or do some characters (Like Dizzy) not have a face-up on the floor?

Has anyone mastered PG technique so that much they don't deal damage to you? Also has anyone mastered Parry enough so that they can keep doing that lightning thing with the enemy?

Ummm...If you mean Faultless guard then everyone here has mastered it yes. If you mean Instant block, you still take damage when you block it's just that the guard stun is less allowing you to punish things you might not normally be able to. Pretty much everyone here has mastered the things you really need to IB. The lightning clash between attacks is not a parry. This occurs when the hitboxes of two attacks collide with one another and neither one connects with an opponent's hitbox. The only character to have an actual parry is Jam. Ask someone who isn't me about the specifics regarding that.

There is no age limit for attending tournies, you use wahtever controller you like, no GG mode (or ex characters etc) and probably.

Also please be less dumb.,

Turtling is "playing to 'not lose' " as opposed to playing to win.

You're basically focusing on good patient defense and/or poking away from the pokes' maximum range, and minimizing mistakes in the least amount possible, which may also open up to your opponent making THEIR own mistakes, essentially making them beat themselves.

This all doesn't need to happen in the corner, either.

A good turtle will be able to defend well against rushdown, but it's still susceptible to throws if the turtle isn't careful.
