Fair enough, I'll man up and say I really underestimated his Mixup game, It's better than godlike. I won't say he is better than Ragna simply cause you can lock him down so easily. But it's close.

A Valkenhayn with good movement is very hard to pin down and pressure, it doesn't help that once he gets on the offensive, he is very very difficult to stop; which is the main reason why he is top tier as fuck. What's the name of the Valkenhayn you faced btw?
