That's not an induction that the characters are already on the disc. In regards to DLC, Capcom has stated that the game will be formatted to support DLC if the demand arises. Keep in mind the reason why we're probably getting them as DLC so close to launch probably has to do with what's already on the disc as been finalized and any chances and additions late in development will cause the game to be delayed. That's a great idea but that how Tron is playable in this game. Her inclusion kills that idea for Wiley

Capcom has no shortage of villains. They simply not putting them to use. Who's stopping them from using Gill, Yami, Red Arremer, Alastor (VJoe) and countless others. Technically speaking, Tron is a villain so she should count.
