Basically they attached controversial legislation to a bigger bill, which would mean in order to veto it Obama would have to get rid of veteran's benefits and kill DoD spending, effectively committing political suicide. Not that he wasn't a douchebag before this, but to be fair he was essentially backed into a corner.
