Indeed so it's more artificial reincarnation as the scientists somehow got Toya's soul and Ragna is the body while Toya is the soul somehow I think Toya would appear in the next game as a true form of sorts to Ragna or at least an alternate version of him. could be the same with Akira being Reincarnated as Jin/Hakumen and Soichiro being Terumi/Hazama.
