I didn't either. I always hated waiting for the victory quotes to finish.

A lot of it just comes down to play experience. But you can test out different situations in training mode so you know what your options are in any given situation. For instance, Tager 5B can beat Ragna 5B if you time it right. If you know that then you have a tool to deal with Ragna 5B.

Every character has certain ranges where they're best. You want to find that sweet spot and stay in it. Think of it as a radius around your character; you should be controlling that space, and not let the opponent get into it for free. This is dependent on the matchup too.

I haven't thought about it in a long time. Although now that you mention it, that is why they get blown up by unblockables. Is CP ice car still unsafe?

Not sure if it's hit or block. You'd have to test it with some attack that only gatlings on block or hit. Or you could try max charging Jin's D DP and see if it makes that unblockable animation spark thing when it hits. You can cancel into a DP (Ragna's would do that a lot) but then it whiffs and you're even more screwed.

I don't think so. That was hard to forget and I don't remember hearing it any of the times I used 4C.

The only one I notice is when I'm getting combo'd and I just listen to Hakumen saying "NOT YET!" and "not bad!" 500 times in a row. Although I don't think he says it in CP. His voice filter makes it all blur together.
