It's some aesthetic thing I imagine came from times when rifles were more prone to jamming. I couldn't tell you if it actually did anything way back when.

Nowadays if you tap a rifle magazine against your helmet, you're putting unnecessary strain on the springs inside of the magazine. I did know folks who did it to knock sand/dust out of the magazine though, which made more sense to me, but you risk shifting cartridges around inside of the magazine and potentially creating a jam because of it.
