Let's keep it simple for now. Post up if you're going, the character you play, where you're from, and what days you plan on being there (and able to do a tournament.) But if it was going to happen at all, it was going to require some organization beforehand. Also, yes this would hopefully be for the best players, which excludes me, by the way. You can I guess mirror match for your spot or something, but if everybody does that it will take way too long. Hopefully everyone is a good sport and recognizes when somebody else deserves their spot. That said, not knowing who is going to be there, we don't even know how to break up the teams yet, so yeah. Lots of hurdles to clear before we can figure this out, and because of that, the likelihood of this happening is low.
