The mystery has been solved. Hazama is like Elizabeth from Bioshock Infinite: He takes a hat from an alternate timeline of himself when ever he needs one.

The fighting was still on the weak side, but the music was good, the exposition was handled well, and the growing cast is nice. Plus the 'behind the scenes' string pulling stuff with Terumi was cool to see.
