one thing they did do universally was to reassign proration values.
generally they gave all overheads the same prorations, all lows the same prorations, etc. This got rid of all the special cases they added over the years, things that had particularly good or particularly bad prorations lost those properties. This is a good part of why tsubaki had her damage increased a lot. Some stuff also hit, like makoto's mar choppers. Jin's JC P1 went from 70 to 90, there are other examples. Doesn't feel like an attempt to universally nerf damage by any means to me. But well, they did nerf some stuff to make up for OD I guess. Some char's had their character proration nerfed.
no I couldn't, use in videos follows people figuring out combos, and this is new. You might get to see it sometime soon, but who knows.
C DD > 6CC is also possible in some cases.
she is decent, even good in CS2, I just won't agree with the people who retro-tiered her to S in CS2 because konan won a string of bo1s filled with mistakes on both sides against Noels in SBO.
anyone who gets hit by Hakumen's 5a,2a,5b,2b,5c,2c,6a,6b,6c,3c,4c,j.A,j.2A,j.B,j.C,j.2C, 5d,2d,6d, jD, throw, air throw, guren, hotaru, zantetsu, kishuu, tsubaki, agito or renka deserves to lose most (if not all) of their health.
the universal thing is the time based part of the combo system.
even with jabs being restricted to have really short combos, even that isn't a universal damage nerf. Because there exist certain characters that can pull off 7.5k combos from jab starters in CP. Sorry I mean there exists one character who can do that.

Yeah. and OD doesn't really seem to add anything unless you are 1-2 charge. if you don't mugen, you can get a good ender DD though.
a recent thing that has been popping up is C DD extensions. C DD > 3CC > D DD works well with OD for extending a combo without using the charge you need to get a big D DD ender.
